SUMMARY
The composition of work involved as the Parking Control Officer (Civilian Position) involves the enforcement of parking laws and by-laws as established by Massachusetts General Laws and the Town of Rockport Board of Selectmen on public ways and parking lots. The position of Parking Control Officer is established in MGL Chapter 147 S 10F. This position is restricted by MGL Chapter 90 S20A to only enforcing parking violations. The Parking Control Officer has no authority to enforce criminal law. The Parking Control Officer is under the direction, control, and supervision of the Parking Program Supervisor and the on-shift RPD Officer-in-Charge. The Parking Control Officer is guided by the Rockport Police Department Rules/Regulations and Policy/Procedure manuals.
The position involves extensive walking and standing for long periods of time; lifting and carrying of parking violation books and occasionally the carrying of equipment related to the Parking Program to include but not limited to signage; working in inclement weather; exposure to hazards and working in the proximity of moving vehicles; continuous interaction with the community, and requires normal color vision. The Parking Control Officer will be required to maintain a flexible schedule with work hours during days, evenings, and weekends from April 15th to November 15th. The Parking Control Officer is required to wear a departmental issued uniform and safety gear as designated by the police department. Uniforms and paid training are provided.
GENERAL DUTIES AND RESPONSIBILITIES
The Parking Control Officer is responsible for the following duties:
- At the beginning of each shift obtain a parking ticket writer machine to be utilized during the shift;
- Check-in with the Rockport Police Department Desk Officer/Civilian Dispatcher for any relevant information pertaining to events taking place in Town or incidents that may impact parking and/or traffic;
- Conduct parking enforcement by issuing parking violation notices for vehicles found to be in violation;
- Educate the public as needed on the parking kiosk and meter operation;
- Provide information to citizens who request to appeal a violation notice (ticket);
- Enforce the parking laws and bylaws with reasonableness and impartiality in all areas of the community;
- Report to the Rockport Police Department Dispatch Center any observed criminal activity or safety concerns while conducting parking enforcement;
- Report to any kiosk/meter problems to the Dispatch Center for tracking and subsequent notification to the Parking Program Supervisor immediately;
- Assist the Parking Program Supervisor with assigned tasks, and
- Other duties as assigned.
