General Statement of Job

The Human Resources Generalist performs professional and administrative work in all functional areas of the Human Resources Section including: recruitment, employment, classification, compensation, employee relations, benefits, personnel processing/actions, performance management and record keeping, and Risk Management – Workers’ Compensation claims administration.


Minimum Qualifications

  • High school diploma/GED equivalent
  • Bachelor’s Degree or two years of experience in an HR related field, preferred.

Essential Job Functions

  • Regular and prompt job attendance.
  • Recruit for all open positions within the agency and complete hiring process from start to finish – accept and review applications, coordinate pre-hire testing, background checks, fingerprinting, conduct new hire orientation and prepare necessary paperwork for Payroll and prepare personnel files to ensure FDLE compliance.
  • Attend recruiting events and participate in actively recruiting applicants to create an active pipeline of qualified candidates.
  • Responsible for handling Workers’ Compensation claims. Investigate accidents and prepare reports for insurance carrier.
  • Assist in managing and participating in planning, developing, recommending, and implementing human resources activities, policies, procedures, and programs for an organization.
  • Responsible for planning and conducting new employee orientation to foster a positive attitude toward organization goals.
  • Maintain records of insurance coverage, retirement plan, and personnel transactions, such as hires, promotions, transfers, and terminations.
  • Participates in compensation and benefit surveys and/or conducts wage survey within labor market to determine competitive wage rate and remain apprised of current trends.
  • May hire, train, evaluate employee performance, and recommend or initiate promotions, transfers, and disciplinary action.
  • May write separation notices for employees separating with cause, and conduct exit interviews to determine reasons behind separations.
  • Responsible for assisting Supervisors in drafting employee discipline letters.

  • Problem solving – be able to look beyond surface issues to identify and analyze problems and develop effective responses and solutions to resolve problems.
  • Situational awareness – be aware and alert to the surrounding conditions and situations and be able to adapt to unexpected changes in situations to successfully and safely complete the task at hand.
  • Public speaking – possess the ability to speak before groups, articulate ideas and effectively communicate in a well-planned, organized, and clear manner.
  • Physical Requirements: Must be able to sit, stand, and bend body forward at waist. Use hands, handle and feel. Must be able to reach with hands and arms.  Must be able to hear and understand communications through a telephone.  Must have clear vision to view computer monitor. Requires the ability to talk and/or hear; (talking: expressing or exchanging ideas by means of spoken words; Hearing: perceiving nature of sounds by ear).  Must be able to lift up to twenty pounds; carry, push, pull or otherwise move objects.
  • Ability to work in a shared office space with a moderate noise leveled environment and multiple personnel.
