General Statement of Job

The Chief Financial Officer is responsible for the performance and oversight of all financial management activities of the Sheriff's Office. The position acts as financial liaison between the Sheriff's Office, County Commissioners, county staff, and external stakeholders. Work is reviewed through observation and results obtained.


Minimum Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or closely related field.
  • Ten (10) years experience in a Fiscal related field with four (4) years in a supervisory role.
  • Or equivalent combination of education and experience.
  • Certified Public Accountant certification or MBA or Masters in Accounting.
  • Valid driver's license.

Essential Job Functions

  • Plans, develops, organizes, implements, directs and evaluates the organization's fiscal function and performance.
  • Responsible for the financial reporting, accounting, investments, payroll, contracts, grants, accounts receivable, accounts payable, purchasing, budgeting, Inmate Accounting, leases, and internal controls.
  • Directs the Finance staff and ensures the office provides timely, accurate accounting, payroll distribution, financial reporting, and financial services, including submission of the annual budget to the County Chief Financial Officer and Commissioners.
  • Directs Central Logistics to include fleet services, property inventories and the acquisition of goods and services.
  • Directs Facilities projects, maintenance, and management staff.
  • Directs IT projects, maintenance, and management staff.
  • Provides financial and operational advice, recommendations, and guidance in ways that make optimal use of resources.
  • Ensures policies and practices are developed and applied in such a manner as to provide protection to agency assets and to ensure federal, state and county laws are met.
  • Ensures that financial statements are prepared in accordance with Generally Accepted Accounting Principles (GAAP) and books and records are maintained to be audited in accordance with Generally Accepted Auditing Standards (GAAS.)
  • Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining and terminating or recommending termination.
  • Manages agency insurance policies.
  • Manages agency grants.
  • Regular, dependable and punctual attendance is an essential function of this job.

Required Knowledge, Skills, and Abilities

  • Knowledge of the Florida Statutes, Walton County charter and ordinances relating to financial and budget responsibilities and the ability to apply this knowledge to financial decisions and alternative approaches to obtain objectives.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), practices and procedures and
  • Generally Accepted Auditing Standards (GAAS) and the ability to apply such knowledge in the preparation and presentation of financial statements.
  • Familiarity with electronic based Accounting Systems.
  • Ability to plan and organize the work of subordinate supervisors in a manner conducive to full performance and high morale.
  • Ability to promote and maintain effective relations with members of the Executive Staff, departments under the County Commissioners, the general public and other stakeholders.
  • Proficiency in both oral and written communication.
  • Knowledge of ADA, FMLA, Workers' Compensation and FLSA to ensure proper adherence and assist supervisors to make decisions on various issues within the guidelines of state/federal/agency laws, rules and regulations.
  • Review of personnel evaluations in accordance with agency policies to ensure they are fair and impartial, and accurately reflect the job the employee performs
  • Ability to establish and maintain effective working relationships.
  • Organizational skills.
  • Time management skills.
  • Ability to analyze a variety of complex administrative problems to make sound recommendations for solutions and to prepare working procedures.
  • Ability to provide effective leadership, develop, and maintain effective working relationships with county/city officials, employees, and the public.
  • Ability to perform a broad range of supervisory responsibilities over a group of division managers.
  • Ability to write and speak clearly and succinctly in a variety of communication settings.
  • Ability to manage confidential information.

Standards to Perform Job Functions

Physical Requirements:  Sit up to 7 hours per day, stand up to 1 hours per day, walk up to 1 hours per day, occasionally lift up to 10 lbs., bend, squat, climb, reach, kneel, and/or twist.
