Summary:

Responsible for all Police budget regarding labor & capital. Assists with Police payroll & compliance.

 

Roles and Responsibilities:

1. Conducts authorized adjustments to Police Department accounts and tracks project activity. 

2. Assists Manager by providing projected costs associated with grant applications. Inputs State grant data and uploads documentation into the NJ State Grant Management System (GMS).

3. Assists in tracking and planning annual Police Capital Budget.

4. Assists in the preparation, administration, analysis and reporting of department operating budget. Assists in the review and approval of requisitions and P-Card transactions to ensure balances, accounting data and classifications are accurate. 

5. Conducts and prepares complex and technical budgetary and financial analysis and reports that assist management in assessing, identifying, and remedying potential deficiencies and issues.

6. Support special police initiatives, including the Equitable Sharing, Forfeiture and Taskforce Programs. Assists management in the administration of adjudicated State forfeiture and federal Equitable Sharing Program assets through review/processing of deposited funds through NJ TRANSIT’s Cash Management Office and maintains activity logs. Process wire-to- check conversions and ensure Attorney General approved withdrawals are fully expended.

7. Administers third-party billing and/or tracking and reporting for police services, to include traffic and/or crowd control during special events, K-9 details, various law enforcement and anti-terrorism task forces and incidents related to natural disasters (floods, nor’easters, etc.). 

8. Assist and acts as backup for Payroll Assistant Manager and assist in daily/weekly payroll reporting as needed.

9. Prepares specialized reports for federal and state agencies and internal reporting, utilization of internal programs to include CPAS, KRONOS, PRINTS

10. Ad-Hoc Reports as required 

11. Works on projects or other tasks as directed by the Deputy Chief of Police or Chief of Police. 

 

Education, Experience and Qualifications:

Bachelor’s Degree in Finance, Accounting, Public Administration, Business Administration or related area, and three (3) years of experience in administering finance, capital programs, procurement and third-party billing. One year of closely related experience can be substituted for each year of education required.

 

Knowledge and Skills:

• Knowledge of Police departmental, agency, state and federal policies and procedures desired.

• Knowledge of ERP management systems – Oracle, CPAS required

• Experience working in PRINTS and KRONOS system is strongly desired

• Proficient level knowledge of Microsoft Office suite to include Word, Excel, PowerPoint and Outlook required

• Access and Microsoft Project experience desired  

• Experience in dealing with matters that may be confidential or sensitive required.

• Strong analytical, project management and communication skills required. 

• Strong knowledge and proficiency in agency, state and federal computerized systems.

• Must be able to pass a police background check
