POSITION SUMMARY:
Provides a variety of crime analysis, intervention, special investigations support, and communication-related duties for the City’s Police Department, working closely with other law enforcement agencies and the community. An employee in this class fulfills core functions encompassing administrative analysis, crime analysis, investigative/operational support, intervention, and communication activities. Analyst in an investigative assignment, serve as an assistant to investigators responsible for providing analytical support and intelligence to assist in combating drug-related crime, property crime, or persons crimes, depending on the assignment. The position works closely with unit personnel and partner agencies to develop actionable insights that support the division’s objectives.
Intervention and operational support functions involve working with officers, detectives, and supervisors to coordinate action plans based on data analysis. This entails participation in regular meetings with multi-agency teams (such as SUI, SET, STEP, CID, FUSION members) and merchant groups (such as Banking, Retail stores, and Recycling groups).
Communication duties involve disseminating crime-related information within the department, to other law enforcement agencies, and with the community.

ESSENTIAL FUNCTIONS:
· Collects, analyzes, disseminates, and evaluates crime data to discover developing trends, patterns, and changes in criminal activity.
· Gathers, analyzes, and interprets data related to narcotics trafficking, distribution patterns, and criminal activities, utilizing statistical software and analytical tools.
· Utilizes Geographical Information System (GIS) software and computerized analytic tools to create maps, charts, timelines, and link diagrams demonstrating analytical findings, target relationships, and time sequences of events.
· Develops and generates various reports/bulletins identifying criminal activity, suspect information, and crime trends.
· Assists members of the Investigations Units and department divisions with projects and initiatives.
· Prepares comprehensive reports and presentations summarizing findings, recommendations, and trends for internal use.
· Maintains accurate and organized records of analytical processes and results, routinely auditing data sources to ensure high data quality.
· Provides accurate and detailed information for Compstat presentations.
· Compiles statistical data reports and surveys to monitor project performance, departmental activities, strategic planning, annual reports, and grant/budgetary management.
· Attends meetings with other law enforcement agencies to develop proactive projects to reduce and/or eliminate crime problems.
· Works with crime prevention officers to increase public awareness.
· Assists with the documentation of seizures for the purpose of tracking.
· Assists with the process of releasing/auctioning physical property.
· Assists with office supply management and coordinating maintenance for the building.
· Performs procurement/budgeting duties as needed, such as monitoring and purchasing equipment, software, and supplies.
· Reads, understands, and interprets federal, state, and local policies, regulations, and procedures pertaining to law enforcement and crime analysis programs.
· Keeps immediate supervisor and designated others accurately informed concerning work progress, potential problems, and suggestions for improvements.
· Responds to citizens’ questions and comments in a courteous and timely manner.
· Communicates and coordinates regularly with appropriate staff to maximize operational efficiency, maintaining punctuality and attendance standards.
OTHER INVESTIGATION SUPPORT FUNCTIONS:
· Takes detailed notes during narcotics operations, including but not limited to undercover operations, search warrants, and surveillance activities.
· Provides thorough workups on targets, associates, residences, vehicles, and other relevant entities associated with ongoing investigations in the unit.
· Obtains and analyzes real-time data related to ongoing operations to ensure accurate documentation of activities and findings.
· Analyzes phone tolls and develops frequency reports to support operational activities and enhance investigative efforts.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
Bachelor’s Degree (four-year college or technical school) Preferred. Field of Study: criminal justice, behavior or computer science, public or business administration or a closely related field, which includes coursework in research and statistical methods.
OR, 2 years of increasingly responsible analytical experience within a criminal justice agency, dealing with data collection, performing statistical research and analysis, presenting and disseminating crime data and statistics, and working with Geographical Information Systems (GIS). And/or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:
· Knowledge of Law Enforcement & Criminal Law: Basic organization and functions of municipal law enforcement, criminal law, narcotics enforcement strategies, and rules governing confidential information.
· Operational Support & Intelligence: Ability to analyze phone tolls, LPR data, RMIN databases, and provide target/associate workups and operational note-taking.
· Software & GIS Systems: Knowledge and proficiency in computer software programs, including spreadsheets, databases, word processing, graphics, statistical tools, and GIS mapping.
· Communication & Public Speaking: Ability to speak in public, conduct relative training, deliver Compstat presentations, and interact professionally with internal/external stakeholders.
· Property & Admin Management: Ability to assist with seizure tracking, property release/auction processes, supply management, and facility maintenance coordination.
· Interpersonal & Teamwork Skills: Ability to work collaboratively in a team-oriented environment and establish cooperative working relationships across law enforcement agencies.

· The principal duties of this class are performed in a general office environment, and in the community.
· Work schedule is generally daytime with 10-hour shifts; however, the position requires working in the evening and the occasional weekend as needed for special projects and operational demands.
· May be required to attend training sessions or conferences related to narcotics enforcement, crime analysis, investigations, administrative analysts.
· Employees must maintain physical, emotional, and mental fitness to effectively meet the essential functions of the role.
